Qatar Halves Residency Cancellation Grace Period to 14 Days, Impacting Expat Staff Retention

Doha, Qatar — 18 March 2026

Qatar's Ministry of Interior has implemented a significant reduction in the grace period for expatriates following the cancellation of their residence permits. This period has been halved from 30 days to 14 days. Captain Ali Ahmed Ali Al Kuwari of the Airport Passports Department confirmed this change during a recent webinar, stating that individuals remaining in Qatar beyond the adjusted 14-day window will incur daily fines of QAR 10. This policy shift presents immediate operational and cost implications for businesses relying on expatriate labour.

The change necessitates a faster turnaround for HR departments managing employee exits, visa transfers, or re-employment processes. The previous month-long buffer allowed for more flexible planning and administrative processing. Now, businesses must expedite these procedures to avoid financial penalties and ensure compliance for their departing staff. The strict enforcement targets preventing overstays, with a separate penalty of QAR 200 per day for visit visa overstays.

Alongside the reduced grace period, authorities continue to underscore the importance of visa validity checks and encourage the use of electronic services. The Metrash mobile application and the 76 e-gates at Hamad International Airport are highlighted as tools to streamline immigration processes and status checks, including identifying outstanding fines. Companies should integrate these digital tools into their employee guidance for departing staff to mitigate potential issues.

Further clarifications were provided on transferring residence permits to new passports and securing residency for newborns. Residents can utilise Metrash for passport transfers. For newborns, a residence permit under the father's sponsorship is mandatory after obtaining embassy documents; without it, re-entry to Qatar becomes impossible. This underscores the need for meticulous compliance with all residency regulations to maintain business operational continuity and avoid staff-related disruptions.

What this means for Qatar

Manufacturers and brand owners in Qatar must immediately revise their HR and legal protocols for expat employee transitions. The 14-day grace period for residency cancellation requires accelerated off-boarding and visa management, compressing typical administrative cycles. Failure to comply will lead to direct financial penalties of QAR 10 per day per employee overstay, impacting operational budgets. Procurement leads should anticipate potential supply chain disruptions if key foreign personnel face exit complications due to these stricter timelines. This could also affect labour availability and increase recruitment costs if the expedited departure process strains the talent pipeline, potentially increasing MOQs for certain labour-intensive processes or extending lead times for product development. Compliance teams must ensure all staff are aware of the new rules and available digital resources like Metrash to prevent avoidable fines.
